Frewin Sleath purchased 62 acres of land in Arncliffe in about 1869. In 1869 he leased a hotel called the Highbury Barn, perhaps for a few years. (Arncliffe is a suburb south of Sydney at the junction of Cooks River and Wolli Creek. Forest Road starts at Arncliffe and goes south to Lugarno).

Of West Botany Council (now Rockdale Council) Rathbone writes:

'Polling day for the first Council (11.2.1871). There were seven nominations for the Ward's three seats ...(including)... 'upholsterer and publican Frewin Sleath...'

'The Council's first correspondent was Frewin Sleath, an unsuccessful candidate at the election, who, in three weeks following the Council's formation, accused Alderman McInnes, who had defeated him, of removing gravel illegally from private property, infringing Section 38 of the Municipalities Act by accepting payment for the room at his hotel in which the Council met and of desiring to have the horse bus stand which linked the area with the city sited outside his premises when the junction of Rocky Point Road and The Forest Road was the obvious location.'...

'The Annual Council election for 1873, saw the volatile Frewin Sleath elected to represent the Arncliffe Ward. He insisted that the Council launch proceedings against all ratepayers who were in arrears and the owners of all horses, cattle, goats, pigs and other animals found straying on public roads.

The easy going rural community on which these restrictions were imposed bitterly resented the Council's action. Frewin Sleath's time as an alderman was full of controversy. It was also very short.'

THE 1856 LAND GRANTS

The only land granted as a free grant in Lugarno was the grant to Thomas Lawrence. The remaining land was put up for sale by auction in 1856, and all of the land was purchased over the next few years except for Portion no.6. which is the land south of Lugarno Public School, and west of the ferry.

The land along Boggywell Creek and Lime Kiln Bay was purchased to John Lackey, Johaan Peter Henning, and T. G. Lee, and the land along Salt Pan Creek north of Thomas Lawrence's grant was purchased by Frewin Sleath. These lands were purchased at the reserve price of £1 an acre and are known as grants by purchase.

FREWIN SLEATH'S GRANT

Frewin Sleath, a carpenter of Cooks River was granted land along Salt Pan Creek on the 6th August, 1856. Forest Road formed the eastern boundary, and the forty five acres extended from near where Cypress Place is, to near where the junction of Forest Road and Old Forest Road is now.

The timber on the land may have initially attracted Sleath, but he sold it in 1867, and concentrated on his interests in Arncliffe. Frewin Sleath lived at Arncliffe, where he was later the licensee of the Highbury Barn Inn, and operated a quarry. He was a member of a committee that defined the boundaries of West Botany Council (later Rockdale Council), which was incorporated on 13th January, 1871.

The timber-getters, sawyers and others who lived in the area in the early days were fairly rough and ready and very fond of drink and a bit of company. There were a number of inns around then to meet their needs. One of the very first was the Highbury Barn which stood near the corner of Forest Road and Barden Street. It was established in 1869 by Mr Frewin Sleath as The Bold Forester, then taken over in 1872 by Frederick Barden and the name changed to The Highbury Barn. Frederick Barden later built a house called Highbury in Queen Street, Arncliffe. The house can still be seen sitting on a rocky outcrop at the end of Barden Street but the inn is long since gone. After the building stopped operating as an inn it was incorporated into the Lyric Cinema. The Lyric started as an open-air picture theatre. A large screen stood at one end and the audience was only partly sheltered from the weather. Later, the building was enclosed and continued to operate as cinema until the early 1960s when it was demolished to make way for a service station.
